red skin

I have red skin on both sides of my neck, on the upper neck line and my skin below my throat in a "V" shape. I noticed them one year ago, went to dermatologist and recommended laser treatment. I am not sure about it especially because is very expensive and the doctor only took a very quick look and that was all.
It doesn't itch. If I mash the redness
below my throat with my finger and remove it there is a brief white spot that turns back red. The redness on both sides of my neck are more pronounce after I take a shower ( due to heat).

Hello,
One possibility that is coming to my mind is of poikiloderma of Civatte. It effects the side and front of neck and presents as red-brown with prominent hair follicles. It can be due to sun exposure and hormonal factors and treatment consists of sun protection, using non perfumed soaps and cosmetics, hydroquinone,  use of alpha hydroxy-acids and tretinoin and pulsed dye laser (PDL) and intense pulsed light (IPL). My sincere advice is to get the diagnosis confirmed from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
