small, pimple like bumps with white heads

My 4 yr old has had multiple little pimples cropping up every week or so. Her Pedi suggested it was bedbugs and we had the house checked to no avail. 2 months later, checked again. Nothing. No bedbugs, no fleas. Just some spiders hanging out like they normally do. She's not in diapers at all, she's potty trained. But every few days she'll have a group of pimples. Her arm, her bum, inside of her thigh, her neck. Any idea at all what this is and how to treat it? It's driving me crazy knowing my baby has itchies that I can't fix.

Im 13 And I Just Got These Same Things Going On On My Arms . . . Theres About 6 Of Them Between The Two Arms And My Aunt Who Is Always Around Me Actually Had Some Type Of Disease Or Something Like Staff Infection Or It Was Something Along Those Lines. . . And Shes On Medication For It But I Was Really Worried And I Was Freaking Out When I Woke Up This Morning. . . Shes Been Having Theese Things For The Last Few Weeks And I REALLY Dont Want Them So If Thats The Case . . . It Goes Away Quick. But Idk Cause They Supposedly Start Off As White Heads But Thats Not My Case So Idk.

Oh my gosh???  My daughter has them EVERYWHERE.. They come and go pretty fast and they seem to come in clusters... Everything I have seen has red in the middle but hers looks white and ***** till it starts to fade then it's just a horrible red rash then gone??? I took her to the ER today and she said it was a viral rash ??? not really treatable..I dont know what to do???? If it's at all simular please let me know...Thanks..also please fell free to e-mail me at precious_10169153***@****...
