Folicullitis is usually from staph. Under-skin infection may be from staph or strep. Infection usually invades under the skin if there is any (even slight) skin injury, fissure
If it was contact dermatitis (soap, new clothes or washing detergent), there wouldn't be under-skin fluid, I guess.

What could the fluid possibly be? It was very very thick fluid and was deep in the skin.

No, it doesn't sound like staph. It also certainly isn't jock itch. Bumps on the skin would not explain the scrotum's being bright red, groin burning, or folliculitis elsewhere. In other words, none of this sounds serious, but it doesn't add up. My advice is to let things alone (no rubbing or popping), to apply nothing but a non-medicated moisturizer twice daily, and to see the dermatologist, who can surely sort things out.
