unknown rash

My 65 y.o mother recently started getting a rash that began on her upper chest and has spread all over her body-head, face, arms, legs, hands, buttocks, legs.  It starts out like a red discoloration on the skin and progresses to small open sores, not blisters.  She had a severe allergic reaction to levaquin back in september, but recent rash did not begin until feb.  She was taking macrobid for kidney infection in jan. but rash did not begin until feb.  she has seen primary care, infectious disease control and allergy doctos and none of them can tell her what it is or what causes it.  Biopsy says bacterial fungus, but steroids and antibiotics not helping.
