Pancreas produces insulin

Since pancreas produces less insulin, persons get diabetes. At the same time every organ in our body gets replaced after some time. If this is the case, pancreas will be replaced after some time. Then why the replaced pancreas will not produce enough insulin? Is the problem with pancreas or something else?

Every cell in our body will die and body creates new cell. Likewise cells in pancreas will be replaced. After some months the complete cells in pancreas will be replaced. Is my understanding correct?
