the answer is "it depends".
the official line from diabetic organisations is that people with diabetes should eat 45 - 65% of their calories as carbs. Considering that diabetes is a condition of problem with carbohydrate metabolism, then this recommendation is concerning. Such high levels of carbs can cause very high blood sugars, and when combined with medications, can also see plunging and dangerous lows.
The new approach is for people with diabetes to restrict carbohydrates. Followers of Dr. Richard Berstein generally target < 35 g/day.
Followers of ketogenic approach typically target 120 or so), then you know you need to cut the amount of carbs that you just ate. Use this method to adjust diet.
if despite best efforts your sugars are still high after eating, then you may still need medications to control sugars.

It's best to get the exact amount of carbs that you should be eating from your doctor- different medical conditions will cause the limit to be more or less. I have always been given different recommendations for different meals as well. In general, the recommendation is 30-60 grams for meals, and 15-30 for snacks, but again- talk to your doctor about your situation specifically.
