out of it feeling

Can blood sugar spikes cause out of it confused feeling in diabetic, like if your reading is 180 then a drop to 110.

some people get a confused feeling when there BG changes a lot or drops to a new low.  NOT necessarily too low (below70) but a new low for them.  IE down to 90 after being up around 200 for days.

and yes carbs raise BG  ALL carbs  even "the good" carbs raise BG

Hi - yes carbs do raise blood sugar!  If they didn't I would be eating more carbs!  Have had to really restrict myself.  Testing myself 2 hours after a meal really help me see which foods are causing my blood glucose to rise the most.  Well your A1c isn't too bad at 6.2.  Mine was 6.4 and I only weigh 100 pounds and on a strict diet, but sometimes I have been cheating with pretzels and bread.

To me, you are a fairly new diagnosed T2. so you are still in the honey moon phase with T2.
basically your today fasting reading of 146 is the result of your last 2 or 3 days carb intakes , it's simple  explanation for any new T2.
Less carb intake results in lower fasting reading.

More invo, am type 2 diabetic for 2 to 3 years now. on 500mg metformin twice a day. Last a1c was 6.2, lost weight 270 to 245,still working on that. its just once in a while get a confused out of it feeling like this monrning, blood sugar was at 146 when checked . this could have be a drop. levels range between 90 to 180 depending on diet.
