Walking is always good. Go at a good brisk pace, but stop short of jogging.
Jump roping is good also and that's also good for the arms.

You can't spot lose, losing weight all over will also help lose weight from your thighs. There are some exercises that will tone the muscles, so they will appear thinner. Try googling for thigh exercises and see what comes up.
