It's possible that if you're exercising, your body could be getting smaller, even if the scale isn't moving.
I have to clarify CRSeaside's comment.... muscle doesn't really weigh more than fat. A pound is a pound, no matter what it's made of.
I, typically, compare muscle and fat, with rocks and feathers. The molecules of a rock are packed so densely, that a 1 pound rock is usually not going to be very large. The rock would represent muscle whose molecules are packed densely, so they don't take up much space, even though they weigh the same. Then think of the feathers that are light and fluffy, so it takes a lot of them to make a pound and they take up a lot of space.
The point is, you can be building densely packed muscle and losing fluffy fat, but your weight won't be changing right away. Muscle burns fat, so first you have to build the muscles and keep them healthy and strong, so they'll burn the fat. I'm sure this is what CRSeaside meant.
It's always a good idea to take your measurements prior to starting a diet, so you can tell if your efforts are working. Too often, we place too much emphasis on the scale, which isn't always our friend.

Dear Danielle, sometimes when I go on a health quest it seems like a delayed reaction. Almost as if my metabolism is going thru reset. Then a few months in I notice my clothes fit better. I'm more toned.
The other thing is muscle weighs more than fat. So if you've got your eating under control, and doing cardio as well as weight training, keep it up! Pamela
