Hi, He drinks water, he has been quiet, lethargic, not very responsive like he's depressed.
Yesterday he lost control of his bladder twice, when he does eat or drink he vomits either of the 2, this happens occasionally
when I call for him he will look at me while laying there even after calling him 2-3 I have to approach him.
He just doesn't move anymore, he's not the same and it scares me.

Sorry to read of your (dog's) suffering - and at 9 yo, that's far from life-expectancy isn't it?
But CFH has been diagnosed and that heart condition would lead I think to the symptoms you mention.
You say an appointment next week - if you can't get in sooner (best) you have to somehow get the dog to drink water (a syringe with the head tipped back may help...don't know). Keep trying to get something down. You didn't mention throwing up - so if you get something down it will help.
I don't see any relationship between CHF and digestion, but I think it can in, sorry to say, later stages cause an animal (including us humans) just give up. I don't know if CHF causes pain, but I think not - I have looked that up, should be easy to find an answer on the web... and I think whatever is the case for humans is the same for dogs.
