Lump above my 3 yr old male lab penis.

My 3 yr old lab has a lump above the shaft of his penis. this lump is not connected to his penis but above by his stomach. when he is standing i can move th lump and it is no attched to the peins or stomach it hangs down on both sides of penis they are about the size of a golf ball and don't seem to bother him if i touch them. they are soft and moveable. no redness of skin, no fever eating and drinking fine. no problem with bathroom duties either. What could this lump be? just found today.

Try doing a Google search for canine hernia photos, that may bring some up for you to see.
This is just hard without seeing it to even guess. I was thinking he possibly had retained testicles as they can go up into the abdominal area.  Maybe he was born with an extra set, that I have never heard of.
Trying to think of anatomy here.
Okay, try looking up photos of the male Dog's  Bulbus gland.  Maybe that is what you are mistaking for lumps

yes he is neutered. we had this done in 2011. I am not sure if it is a hernia i have never seen one.

Hi.  Hard to understand what you are describing.  Is he neutered?  If not, can you feel both the tickets in the scrotum?
Can you be describing a hernia?
