Phenobarbsital - side affects

I have a 10 year old boxer that started having seizures 2 months ago. The first one was horrible, I have never seen a human have a seizure much less a dog, He then had another 2 weeks later, and then they started daily so we put him on Phenobarbital a week ago.
They vet does not think his dose is too high (32.4 twice a day) he weights 68 pounds. But he is so out of it, His eyes are blood shot and swollen, when he walks he stumbles and sometimes he just falls down.
Is this normal? The vet does not seem to worried about it, If it is normal how long does it last. I'm glad he is not having seizures anymore, but his quality of life is not the same. It's so sad and it breaks my heart to see him like this.
Any advice is greatly appreciated
