Puppies

I have two different breed puppies. The bigger puppy keeps pinning and standing over the litlte puppy then plays to rough and makes her whine.  How do i get him to stop pinning her down and standing over her?

I am sure you had the best of intentions in getting two puppies at the same time.  To begin with, I have done my share of breeding over the years and even though it would be a dream come true to many to sell two pups, unless someone were an experienced "dog" person, I would never sell litter mates to the same household. The problem being, you now have a pack and they will bond with each other.  The ideal situation is to get one pup, bond with it and start training then introduce another dog later on.  Meaning, you could rehome one now.  Assuming you are now attached, this probably won't happen.
Each pup needs alone time and time with you.  Will take double the time and work but should help in the long run and help to avoid potential fighting.  I suggest you crate them separately, even in different rooms.  Feed them separately and take the time to walk them separately.  Let them out to potty and give them a play period with each other then separate again.  If you have puppy socialization classes, sign them up in "separate" classes ( make sure they have all their shots first).  When they get older, I always recommend at least a basic obedience class, but again, separate classes.
You don't want to end up with two dogs with one brain.  You need to establish yourself as pack leader and teach each pup what is expected of them starting now. At least they aren't the same sex and I hope you will have them spay and neutered or you will really have your hands full as they mature. This can be done but will take extra work.

I have a english bull terrier, male 11 weeks old and a cavalier king charles spaniel, female 10 week old

they seem to be starting to get along a little better jsut worry about her cuz she is smaller then him
