I can see a little lump there on top of the swelling?
My first thought was that it could be a tooth abscess, like Misfits4Me said. Then I see the little lump, and wonder if it could be some kind of sting? Or possibly an abscess or boil just under the skin.
How is she otherwise? Is she eating, or refusing food? Usually a sign there is an abscess under the tooth is refusal to eat (because it is painful to eat)

Try Benadryl, and keep watching. If this doesn't go down the next day. or if there are any other symptoms, or she really is not "herself"....then a visit to the vet would be a good idea.

Hello & Welcome......Does the "always outside" mean she lives outside?  Yes, nikkie's right, this could be a bite...Do you see a tiny hole or sting mark on her cheek?  If so, Benedryl will help......

If not: A swollen cheek is a classic sign of a "absessed tooth"....This condition is extremely painful and she would need to see a Vet before it gets out of hand......Oral antibiotics are given....Depending on her age and if she's never had a dental, she needs to have her teeth checked.....Periodontal Disease is very common in Toy Breeds and dangerous if left untreated.......Good luck and let us know how she is.....Karla
