Thanks for all your input :-) I am going to get something all natural for him this evening and see if that helps. He is scheduled for vet next week so we can take it from there if there is no improvement in itching.
I don't give him pigs ears or rawhide as I know there can be some digestive issues with those.
Again thanks for the suggestions and all the info in ddeiman's other post.

Please look for a higher quality food maybe look for natural food maybe a raw food. My daughter jackrussel is allergic to almost everything so raw food so far is helping him feel better and guess what no more scratching. Do you feed your dog Pigs ears and or rawhide bones ??/ This could also be a problem as the content is not always from the best parts of the body. I hope you good luck as if you wanna try rice and hamburger make it the leanest possible and drain any fat then brown it as to dry it a bit and mix the two together.
Maybe it was shaved and can be growing in? Sometimes after not having hair in a certain area and it grows back, it tends to be itchy.....just a suggestion!
Hi and congrats on your adoption. Sorry to hear about itchiness but please read my posts further down on allergies and diets. Also if he is extremely itchy have your vet check ear margins and for a positive reflex on the elbows. Could be scabies which is easily treated with Revolution after a negative HW test. The revolution is applied like a frontline and is applied again 2 weeks after the 1st dose and then 2 weeks after that. It can't hurt to treat for it. Skin scrapes don't always show a positive mite so usually your vet would just treat anyway to rule it out. If not then concentrate on strict elimination diet. Please read my other earlier posts further down on that. Good luck!
