You need to get the vet's advice, and quite quickly, as the little pups will starve if they are left too long without milk at only a few hours old.
You could try expressing a little milk yourself from her nipples, and seeing if you can encourage the pups to get interested and make an extra effort. Usually when survival is the issue, pups' instincts will kick in, even though the nipples might seem to large, they might just adapt and start drinking. Do what you can to help them try.
But any real delay with this could put them in danger so ask your vet. Dogs might need special formula milk for bottle feeding.
