Ginger has given you some excellent advice. Unless you know the reason for something like swelling (bee sting) or runny nose and eyes (allergic to something) never just give your dog a medication, ANY medication, without first having him examined by a vet. Your vet will check him over and prescribe something, if necessary, to aid in cutting down on or stopping the mucus. Please let us know what the vet says.
Ghilly
I would take your dog to be checked by the vet. If it is his breathing which is congested, it is possible for dogs to develop pneumonia, and you wouldn't necessarily be able to tell if that was the case.
If it's only his nose, then there has to be a reason, and it's best the vet checks him. I would do that before you start trying to treat him yourself.
Dogs can take benadryl. The dosage is 1 mg. of benadry per pound of dog. Do you think he has allergies?
