Sometimes they can develope an infection in the salivary glands.The damaged duct can leak saliva into the tissue in the mouth or under the neck that is a (mucocele)Fluid filled cyst,It usually happens in the mandibular glands which are in the bottom of there mouth.The fluid filled cyst can cause problems with eating and so forth once they become so large.The vet can insert a needle into it and drain a thick mucous like substance out of it and usually they are given antibiotics to help with the infection.My pekingese had one come up and my vet drained it and he was fine.His felt like a squishy water balloon.I'm not sure if this could be what is going on with your baby,But you could mention it to your vet.Good luck and Take care
This is very serious, have the mass appeared gradually or sudden? I wouldn't want to think the cancer as metastasized seeing that he once had it. I'm only taking a stab in the dark, but it sounds like it could be congestive heart failure. Under the chin is where they often collect a lot of fluid from that, and the panting spells would be consistent with CHF, also.
