It could be mange. Many times, the mother dog will have mange and pass it to her puppies.
Also, there are two types of mange. One form is not contagious (demodectic) to other animals or people, and the other form is (sarcoptic). Sarcoptic, or canine scabies, is highly contagious. It's a burrowing mite that gets into the skin. Demodectic mange is a mite that is on all dogs, but some dogs are more succeptable to becoming a host, usually due to an immune system problem, high stress, or malnutrition. If either type of mange goes untreated, it can lead to severe skin infection.
Both forms of mange are treatable, but the treatments are long. My dog is recovering from demodectic mange right now, and he will be on Ivomec for 30-40 days.

So dogs are born w/hereditary red mange, and some contract the other manges...
but, to be safe you really need to get your pup into the vet, they have to do a little scrap on the area to be sure its mange and what kind..and there is medicine for the curing...
If its something else, you still w/such a young puppy need to go into vet and have it checked...
Advice: better to be safe than sorry, or wait till worsen, and cost more money
