Hyoid/thyroid cartilage moving causing inability to breathe

As long as I can remember if I move my neck just right or cough the center or my neck, approximately near the "Adam's apple" area feels like it moves and I can't breathe, and it don't fix itself I have to move whatever it is back into place, it's painful and very scary please help. I've talked with my primary care physician and she has no idea what/why it would do that.
