Faint

I know someone who fainted in public from eating disorder; fire dept. and police contacted, but the person refused medical care.   Are the police/fire dept. required to report this to DMV?

Thanks.  If make appt. to see doctor for fainting, are they required to report it to DMV?  EMT said heart rate suggests electrolyte balance and should go to ER.  Cannot risk having license taken away.
