Causes of newly protruding vein on side of penis

I have a protruding vein on the left side of my penis that has not always been there. Contrary to a lot I see online, the vein is more noticeable when flaccid and becomes less noticeable when erect. There is no pain in discomfort, but it has led me to be concerned. I had varicocele surgery, I'm not sure if this would have any affect. I also feel like around the time of the surgery and this problem arising I have had decreased libido and slight decrease in erection quality. The problem has been going on for quite some time now and i'm desperate for help. Thanks.
