There can be different causes for weak erections.  I believe masturbation can cause scarring.  Especially depending on how you masturbate.  Scar tissue can add up over time to become significant.  Scar tissue can take away elasticity in the penile tissue preventing the tissue from fully expanding.  If the tissue doesn't fully expand, then the veins are not pinched shut trapping the blood inside the penis to maintain an erection; rather, the veins are left open to some extent.  As a result the blood escapes the penis back to the heart.  This is called venous leak.

I don't want you to freak out even if you do have this.  There are new attempted treatments coming out these days, including work with PRP (platelet rich plasma), and other attempts at finding a curative solution.

I'd imagine it's also possible that you aggravated the area with masturbation that the inflammation needs to have a chance to settle down.

Right now, I would recommend trying to stop or greatly reduce your masturbation.  I would also make sure you don't jerk the penis back and forth, as that can cause significant damage, when you do masturbate.  I would try to take supplements to aid in the best healing.  So if there is some newer damage it heals up with forming the littlest amount of scar tissue as possible or no scar tissue.

Again, your issue might not be scar tissue.  But whatever it is, I would reduce masturbation and be careful how you masturbate.
