step test and unhealthy heart rate

why do breathing and heart rate remain elevated after exercise stops and why would a "physically fit" person return to normal breathing and heart rate levels more quickly than an unfit person?

Recovery rates have more to do with the overall health of the heart than physical fitness.  Even people who aren't physically fit, but still have a healthy heart, will find their heart rates return to normal after exercise faster than those who don't have a healthy heart.  If a person exercises to his/her endurance level, his/her heart rate should drop 15-25 beats per minute.  If the drop is less than 12 beats per minute, it probably means that person has an unhealthy heart or is at risk for heart disease.  If a patient has a normal stress test at his doctor's and a normal recovery time, and there are no other health risks present, then he/she has a less than one half of one percent chance of having a significant heart problem duing that year.  This holds true whether fit or not fit, though of course, it's far better to be fit.  When a person's physically fit, the heart functions far more efficiently, the resting pulse rate is lower, blood pressure is lower, and cholesterol levels are lower, all contributing to better cardiac and overall health.
