I have used Jillian Michaels no more trouble zones to achieve that in less than one month, it is a fun workout, I do not consider it too intense, cos I've had no injuries but I feel the burn and I have the result to show for it.
P90x ,les mills, or insanity challenge packs will do that they are fun and intense
Working out your arms and chest can be made pretty simple. Think chest press/chest flys with dumbbells, bench press, and good ole pushups. Also shadow boxing with small dumbbells can help too.
Tweaking your diet and getting at least 20-30 mins of cardio will also help shed fat there eventually because you cant spot check fat. It has to leave in the order it came for the most part but weight training those areas can help build muscle which in turn aids in burning fat.
