Unusual for congenital cataracts to present at this age.  Make sure he consults with a competent pediatric ophthalmologist before proceeding with surgery.  Usually if cataracts interfere with vision in a child, surgery is recommended but you have to make sure the decreased vision is due to cataracts and not amblyopia/lazy eye.
