Dull, pressure-like, brow-level pain, once a week or once every 2-3 weeks

Sometimes once a week, sometimes once every 2-3 weeks, I get low-intensity, dull, pressure-like, brow-level pain that lasts for several hours. Sometimes the left eye, sometimes the right and sometimes both are affected. The pain is located inside the eye and about brow level. This has been going on for years now.

I've been examined by an ophthalmologist who did all sorts of test and told me everything looked fine and that the eyes can't hurt. She measured my eye pressure (but not during one of these bouts of pain) and said it was normal.

What might the problem be here?

The answer is probably not your eye.  You might see a neurologist and have a head MRI/MRA.  It could be a migraine varient, plus there are some 'facial pain syndromes"  The MRI should also tell if you have sinus pathology.
