Eye problems and strange "lumps" under eyes

I have had irritated eyes since October last year, I have been told I have blepharitis and maybe dry eye. But I wondered what these lumps are that keep appearing under my eyes, they come and go. Has anyone had them and know what I mean from the photo ? They are not normally on my face, but seem to appear a few times a day. Could it be a sinus problem ? Or related to my eyes ? I don't think it is the bleph as it is not on the eyes themselves. But given all my eye issues I thought perhaps it might be related in some way, perhaps a collection of tears or something ? Although the photo just shows a close up of one side, it happens on both sides of my face.

The swelling that comes and goes can be due to allergy, due to fluid retention like with congestive heart failure, dehydration, or weakness of the inferior orbital septum with fat herniating through it intermittently.  See an ophthalmologist to start working through causes.

Sorry for the long delay in reply. Big thanks for your advice and suggestions, I will go to my GP and try and get a appointment with a ophthalmologist. I am seeing a optometrist on Wednesday but I don't think they are the same as a doctor, sadly we in the UK can't go straight to a eye doctor as we need a GP referral. Do you know if weakness of the inferior orbital septum can also cause vision issues and dizziness ? I have been feeling very facially dizzy (by this I mean my eyes and forehead feel lightheaded and dizzy with some pressure on the top of the eyeballs and below the eyebrows) and queasiness with some blurry effect to my vision. I also find I feel very faint upon standing. Should I tell my optometrist about your suggestions or with them not being a doctor would it be pointless ? I am also fed up with the fact everything in my vision seems to slightly move or shake, it often feels like my eyes can't lock on things. Thanks again for your help.
Weakness of inferior orbital septum just causes bags under the eyes, should not cause your other problems. I would start working on getting the proper referrals to an Eye MD ophthalmologist.
Thanks again. Just out of curiosity, have you ever had a patient who has complained of stationary objects moving slightly in vision 24/7 ? Not asking for a diagnosis, just curious if you have heard of it before and if so what was it ? I don't mean just when moving the head like oscillopsia but also when still, and not just episodes like vertigo, things in my vision just seem to slightly move as though hovering or floating. It is a bit like they swing slightly left to right. It is worse when in the dark, for instance my LED clock will hover all over the place majorly in the dark, and solar lights on the lawn shake left to right quickly. Very strange really. I will do my best to see a ophthalmologist.  
No not without the eyes moving (nystagmus).
