Floaters and seeing stars

I'm a 33 year old W/M who has had floaters for ten years in both eyes.  Along with seeing my floaters when looking at the sky or something with a bright background I see stars (little tiny arcs of light.  I went to an eye doctor when my floaters appeared and he checked my retinas and found no problems.  My question is the stars/arcs of light what causes them.  Is it light reflecting off the floaters?
