For Lumigan/Latisse

one of the instructions for using Lumigan or Latisse states not to use on the lower eyelid but it doesn't explain why?

Lumigan and latisse are the same chemical (bimatoprost).  Latisse is suppose to be brushed into the lashes rather than put directly on the eye.

All the medications in this group of glacoma medications stimulate eyelash growth: latanoprost (Xalatan brand name), Travatan-Z, Lumigan and Zioptan.

There is two different brands that say they have the same effect as Latisse but they cost much less than Latisse. They are Lumigan, and Bimatoprost. My question is do they actually have the same effect like Latisse?  what is the diffrence??

Yes, the manufacturer had to do a one year study on Latisse for growing eyelashes. That study ended 12/31/08 and Latisse went on the market the next month.
It's the exact same medicine.

So if people want to use the Lumigan drops instead of Latisse for whatever reason, lashes, etc  and they don't have glaucoma, is it deemed safe to use? other than the known minor side effects that occur in some?

Lumigan is a glaucoma medication that is put directly on the eye.  Latisse is the same medication, different packaging for eyelash growth and it is painted on the eyelashes with a brush.

I suppose the study that was completed 12/31/09 for growing eyelashes was only done on upper lid eyelashes.

Then that's all that the FDA will allow them to say.
