My mom’s eye surgeon botched macular pucker surgery. What to do now?

Before the surgery all the lines were wavy when she would read. The surgeon said that he could fix it 80%, he said nothing about possibility of the eye being much worse. Now, 7 months after the surgery, not only is the problem not fixed, she has a gray halo that she sees through and parts of what she sees disappears. Second opinion eye dr said that there is nothing he could do. Is there a way of fixing the eye?

I'm not answering this question. Your title is clearly in error and presumptive. If you will take the time to read the many posts here you will see that macular pucker surgery is very complicated and often gets worse with or without surgery. Moreover your mother signed a consent form acknowledging a long list of possible side effects including loss of eye.  I'm sorry for her problem but its very common in ophthalmology and anyone should know all surgery involves risk.

I agree with Dr. Hagan regarding the consent form and the risk of this type of surgery. I had macular pucker surgery myself in 2015 and my retinal surgeon made it be known via consent paperwork prior to my having it that blindness though unlikely was a possible outcome.  Same for cataract surgery as well. Sorry to hear what your mother is going through but I personally would seek a third opinion ASAP from another retinal specialist as well, almost sounds like age-related or diabetic macular degeneration. I still look at an Amsler grid periodically myself to detect any changes that warrant an office visit to my ophthalmologist.
