If you feel that way then the University of Washington has a good deaprtment of ophthalmology.

Try a teaching hospital in the area. They've usually got plenty of qualified doctors.
Although, from my own experience, being treated by a top notch surgeon is no guarantee that your case will be treated successfully. I've had RDs and PVR in both eyes and have been to a top notch eye center. In my opinion it wasn't really worth the time and effort when I've got excellent doctors in my hometown.
