What does the "++" mean in 20/200++ vision?

Corrected visual acuity in best eye is 20/200++.  Social Security has determined, although this equals the medical listing, it does not meet the criteria for statutory blindness.  What does the "++" mean?  I suspect this is what is preventing eligibility under Social Security's statutory blindness definition for visual acuity:  "Remaining vision in the better eye after best correction is 20/200 or less."  Thank you for your assistance.

It means the person read all the 20/200 letters and 2 on the 20/100 line. It could also be written as 20/100 minus 2

Even people with normal eyes are not going to see as well in high glare situations like sun off water or snow or those dazzling blue xenon/halogen headlights.

Sunglasses to protect the eye from ultraviolet radiation is a good idea for everyone

Thank you for your prompt response.  Could someone diagnosed with juvenile retinosis experience lower visual acuity outside the clinical setting based upon different "real world" lighting?  Please explain.  Also, why is it recommended for someone with juvenile retinosis to where sun glasses while outside?
