eye muscle pain/eyelid swelling

I've been to two optometrists for eye pain and eyelid swelling.  I was told that the eye itself looked very good...no infection/abrasions noted.  I was put on Tobradex drops for pain management.  I have not noticed any improvement with my eye since using the drops.  I'm wanting to know if I should be seen by an opthamologist.  Does an opthamologist treat problems associated with the eyelids/muscles when the eye appears to be healthy?

Why are you on Tobradex if everything looked normal?  Perhaps you have a problem with the eyelid like a sty or chalazion.  If optometrist doesn't know what you have, it would be in your best interest to see an ophthalmologist.  YES to last question.
