My personal opinion (does not reflect anyone elses on this website) is that it is malpractice and will lead to terrible eye problems potentially down the line.  There is a reason why our eyes have a mucous membrane covering them.  Taking this away, could lead to serious consequences on the eye fighting infections, making tears, repairing damage, and will cause serious problems if the patient develops other common eye problems that in the future may require other surgeries for retina and glaucoma problems.  I would stay away from such a procedure no matter how white your eye would look.
