Medhelp.org rules prevent us from answering specific questions like that. We are not practicing medicine, or establishing a doctor/patient relationship. The one image did not show (topography) the other was K readings showing less than 2 diopter of astigmatism.  On by serial examinations can your Eye MD determine if your cornea is becoming more 'cone' shaped.   Thus I cannot answer your questions for a variety of reasons.

Based on the K readings you posted I suspect not need at this time
How much difference in 1 parameter is noticable and needs cross linking ?

How much difference in 1 parameter is noticeable and needs cross linking ? Also last year thickness was 493 micron and today thickness is 483 micron ...
This is a generalization.  If the cornea is unstable then the amount of astigmatism is generally much larger than yours.  Also the cornea surgeon would look at not just last year but say the last 5 years to determine stability.  Also K conus is often inherited. So also of importance would be the experience of other family members and whether in the past they have needed corneal transplant, partial thickness procedures or  corneal cross linking    So you need to get away from numbers as the exact cause.  Moreover if serial readings are taken at the same time they can vary as much as  last year and this year #
