my 3 month old has not yet focused

Hi there,
I have a 3 month old baby, she is beutiful and is developing well, except she will not focus on any thing or any one.
We have had her at the best eye Dr in Port Elizabeth and we have taken her for an MRI. the MRI came back clear and now the Dr cant tell if my child can see or not! My question is, can she just be underdeveloped in this erea or is there a problem? I have yet to come accross other babies her age that are not focusing.
Thank you so much for your time.

No there may be a serious problem. Assuming you are seeing an ophthalmologist Eye MD physician, I would suggest you ask that MD to refer the child to a pediatric ophthalmologist at a teaching center or pediatric hospital.
