it was someone else's blood and it was in the opening on the front of the seat. not the actual seat i checked her upper legs no cuts.

Hi there,
I am assuming that the blood was already on the toilet seat, and not from her (eg has she started her period?).  If the blood was already there and was someone else's, the possibility of her catching anything from it basically nil, as long as she has no open sores on her body where she could have come in contact.  Even in this case, the liklihood of disease transmission is very very low.
The cold the next morning is coincidence, and wouldn't be related.
The main thing I would focus on is whether the blood could have been from your daughter, maybe signalling the beginning of her menses, as she may feel shy about bringing this up if it were the case.

Hope this puts your mind at ease.
