Blood in stool vs blood in colonic sphincter?

I have normal bowel movements and normal stools once a day; however when I "wipe" there is always a medium amount of blood on the toilet paper. My stomach feels mild discomfort all day but never hurts. What could this be?

Blood on toilet paiper is most often due to hemmorrhoids (external or internal).

Other causes are diverticulitis, ischemic colitis, Crohn's disease or ulcerative colitis, polyp, cancer, parasites and many other small or large intestinal lesions.

Hemmorrhoids may be checked by digital rectal examination, but any deeper investigation would require colonoscopy. "Mild discomfort" you're describing, may be sufficient reason for colonoscopy.
