Of course, a gastroenterologist would be best for problems with the GI tract, but a urologist will be able to at least tell you if it is indeed a problem with the kidney. If not, he would be able to suggest you see a GI doctor, if necessary.
Honestly, one inch above your belly button and one inch to the right is not where your kidney is. At any rate, the urologist will at least be able to rule things out.

I had a kidney stone in 2006 with recurrent pain afterwards and my Urologist said it didn't look like I had Gallstones. Followed up w/ my primary care Dr. who referred me to a surgeon and saw gallstones right away. My surgeon said kidney stones are usually seen by CAT Scan and Gall Stones are usually seen by Ultrasound. The pain felt exactly the same to me, so if your Urologist can't find anything wrong with your kidneys then maybe it is your gall bladder.
