Getting rid of oily skin on upper body.

I have very oily hair, skin and most of the upper body.
I have been told that some oils help controlling it by hydrating skin in the 1st place, therefore not needing to produce oil.

I am looking for some solution i can apply before bedtime so that during the day skin is dry and healthy!

As for the hair; not washing it frequently seems to be the solution, they say! I haven't washed mine for over a week and it's still oily, but i don't feel the urge to wash it!

If i wash it with just water or a really natural simple soap, will it produce less oil, or will it be the same?

over-washing your skin is one of the worst things you can do if you are acne-prone. Over-washing produces excessive dryness and irritation, both of which are known to increase symptoms of acne. Wash your face properly and only twice per day.
Do not use heavy moisturizer
