I agree with the above. I'd also like to ad that doing a daily nasal wash will help clear out the madness. Particularly before bed and upon waking.
Also, be sure you are not experiencing other symptoms, such as candida (http://www.candidamd.com/candida/symptoms.html). This will also cause your issue. This can be remedied by watching your diet.
p.s. If taking antibiotics, take them for as short a time as possible and take some probiotics, or eat yogurt. Anitbiotics also kill highly beneficial flora your body needs to stay balanced and normal.

Sounds like you have nasal drip and have congestion with catarrh.
You can do steam inhalations to unblock the sinuses that are causing the mucus to go the back of your throat.
You can also buy nasal sprays to help to decongest the passages.
And you can also visit your doctor to make sure that you have no infection.
I've been having the same problem and lost my voice through it. Am on antibiotics at the moment.
