As Muncy stated, you need to get some simple sugar on board. A glass of orange juice (a simple sugar) will solve the problem.

There will be no lasting effects and if you eat something there is no need to go to an ER.

your blood sugar is low you need to eat! Orange juice with sugar mixed into it will help you and follow that with a protein snack, also take your blood sugar to see what it is. If it does not rise with in 15 mins drink some more orange juice. I hope this helps.  you blood sugar should not stay permanently damaged and what ur are experiencing are side effects of hypoglycemia.
