There is no risk for HIV transmission from masturbation (placing his finger in any orifice) and there is no meaningful risk that he might have transferred infected secretions from his partner to himself on his hands in a way that could lead to infection with HIV or other STDs. further, condom protected sex is safe sex.
As you note, HIV does not live long outside the body and perhaps even more importantly, despite the fact that it is typical for persons to get each others' genital secretions on one another as they engage in mutual masturbation, there is no risk for HIV transmission in this way. There is no need for concern following this exposures, nor any need for testing.

Your observation is based upon the following premises..
1. Medically, the Hiv transmission can only happen during the actual penetration time in case you are involved in a sexual activity.
2. And there is no way Hiv tranmission can happen if the infected genital fluids move from 1 person's private organ to another person's via hand, finger or any other agent howsoever quick the move may be.
PLease clarify..
