"No significant risk" means zero for all practical purposes. But you say nothing about the nature of the sexual exposure you are concerned about. If you are having repeated anonymous anal sex with other men, then you are at high risk for HIV, even if the transmission chance for any particular exposure is very low. But if you are concerned about a single heterosexual exposure with a woman who is not an injection drug user or immigrant from an HIV high-risk country, there is almost no risk -- even without a condom and regardless of jock itch or other rash.
Your symptoms are meaningless with respect to HIV. Of course see a health care provider about them if they continue or you remain concerned.

Sorry about the confusion. In your first post, you mentioned "You had condom protected sex, so there was no significant risk for HIV. ", you said there is "no significant risk", my question is do you mean the risk is close to zero? or 1 in 1000? or 1 in 100?

Jock itch is not known to increase HIV risk. You had condom protected sex, so there was no significant risk for HIV.
