After 7 months hiv test non-reactive0.06 can i sure

I am form india Unknown lady had oral sex with me but i am not touch there gentle area   After 4 months exposure i was tested myself test is hiv antibodies 1/2 +p24 test combo(cmia)  results come non-reactive 0.2 after 5 months again test elisa come negative then again i tested my self after 7 months of  exposure results come non-reactive0.06 test is hiv 1/2 antibodies + p24 combo test (cmia) but i have some symptoms like hand and legs pain joint pain finger pain anxiety body weakness is very high

As is said by anxiousnomore, you never had a risk.  Oral sex is not a risk for transmitting HIV.  If you don't have unprotected vaginal or anal sex or share IV drug needles, you aren't going to get HIV.  And because you had no risk, any test you will take will be negative.  All tests were unnecessary.  So, 7 months later, definitely move on.

HIV is instantly inactivated in air and also in saliva which means it is effectively dead so it can't infect from touching or oral activities. It doesn't matter if you and they were actively bleeding or had cuts at the time either because the HIV is effectively dead.  
Only adult risks are unprotected penetrating vaginal or anal sex or sharing needles that you inject with. This sentence is all you need to know to protect yourself against HIV.
Even with blood, lactation, cuts, rashes, burns, etc the air or the saliva does not allow inactivated virus to infect from touching or oral activities. The above HIV science is 40 years old and very well established.
No one got HIV from touching or oral activities in 40 years of HIV history, so likely no one will in the next 40 years of your life either.
Your HIV tests were a waste of time since you had no risk. Further testing indicates HIV phobia, so consider therapy if you can't move on from unwarranted HIV fears and fixation.
Your symptoms are likely in your imagination from over-analyzing your body in fear, so try to relax and see if they go away.
