Am I in risk for HIV for doing this?

Hi guys,
Frot (penis to penis rubbing)/masturbation penis with penis with pre-cum included is a risk for HIV ? if the pre -cum touched the head of my penis/the opening of the urethra while rubbing and masturbating (i'm not sure if it did) is a risk?

I have read that any body fluid outside the body is not capable of infect but i have read other things that say that it could , I don't know , I'm very confused and anxious.

You had no risk of HIV because you can't get HIV from touching it in any form outside the anus or vagina. You are so safe that you don't even need to test.

HIV is instantly inactivated in air which means it is effectively dead so it can't infect from touching it. It doesn't matter if you and they were actively bleeding at the time either because the HIV is effectively dead.
Only adult risks are unprotected penetrating vaginal or anal sex or sharing needles that you inject with but you didn't do that so you had no risk. This sentence is all you need to know to protect yourself against HIV.
Even with blood, lactation cuts, rashes, burns etc air does not allow inactivated virus to infect from touching it in any form outside the anus or vagina. The above HIV science is 40 years old and very well established so nothing you can add will make your situation a risk.

Hi there, my case is penis to penis rub, it is the same? no risk?
No risk just reread the part about the 40.
I'm safe then (in case that dude was infected) no need for a test.
