Ars contagious

Since ars symptoms include flu and cold like symptoms like fever and sore throat ,hypothetically speaking, are these symptoms contagious by kissing or being in close proximity to someone who is experiencing symptoms of ars?

No HIV is not contagious, one can't obtain HIV infection by kissing or being in close with some one experiencing ARS. However, he /she might pick up common cold or other discomforts caused by general (common) bacteria and virus causing cold and cough.

So the thing that causes ars is not the same as the common cold or flu and therefore is not transmitted by kissing or being in close proximity.

Correct. ARS is caused by HIV and not the common virus. The body reacts due to the immune response to the alien matter invasion, the body recognizes it and reacts to adapt.
