Can you get HIV by using protection?

This question is for TEAK and other doctors. Your comments would be deeply appreciated, as you are doing a great job by educating us. While some say to use protection to prevent HIV risk there are some web sites telling that protection is not 100% safe even if you use it properly. The articles that I have found emphasize that the microspace in condoms are much more bigger than the HIV virus itself, which creates a big chance for the virus to pass through. But is it really true? Was it tested? What are odds of getting HIV by using protection (both vaginal and anal)?

" highly effective in preventing the sexual transmission of HIV, the virus that causes AIDS"

means that it is not 100% safe? You can still get HIV even if you use Latex condoms properly?

Latex condoms, when used consistently and correctly, are highly effective in preventing the sexual transmission of HIV, the virus that causes AIDS. In addition, consistent and correct use of latex condoms reduces the risk of other sexually transmitted diseases (STDs), including diseases transmitted by genital secretions, and to a lesser degree, genital ulcer diseases. Condom use may reduce the risk for genital human papillomavirus (HPV) infection and HPV-associated diseases, e.g., genital warts and cervical cancer.
