Condom slipped off

Hello,
Firstly i am sorry for my English. Me(male) and a random guy had anal sex 28 days ago. He was top and i was bottom. We used condom but during withdrawal the condom slipped off. When i looked back, the condom was outside me,it has not sticked inside me but the condom was outside of his penis. i saw that his sperms were scratching from inside of the condom.as he said i have pulled out the whole condom and after he pulled out,his penis came earlier than the condom. Also i would like to ask in Germany, where i am coming from, saying the authorities that the window period for a 4th Generation test which i can have in a laboratory, has 6 weeks window period. But as i read here or some other websites the window period for this test is 28 days. When should i get tested? And is there a risk from this scenerio?
Thanks.

I am not sure I fully understand, but if the condom slipped off while he was withdrawing his penis (and not during the intercourse), you were not at risk.  It sounds like that is what happened.

If you think it slipped off during intercourse, before he was pulling his penis out, then there is a risk and you should test.  The 4th generation is very, very accurate at 28 days post-exposure, but if you are more comfortable waiting until 6 weeks, then that is your choice.

The risk is low for a one-time encounter, but you might want to get tested just to be sure.
